i’ve always wanted to ask, how come you always apply eyeliner before the eyeshadow?

What can I do to make a look like this last all day? I’ve tried primers, etc. but nothing seems to do the job.

I want to know what foundation she uses, but when I clicked the foundation link it went to the highlighter she used.
I googled around and it might be: ERA Face Spray On Foundation by Classified Cosmetics. Hope that helps a bit.
